The Development Services counter is located in the main lobby of the IRWD Offices at 15600 Sand Canyon Avenue in Irvine.
Please note the Development Services counter hours of operation below:

• Submitting or picking up Improvement Plans: Development and improvement plans are reviewed for conformance to the District Standards. Email improvement plans or questions to plancheck@irwd.com and include a Digital Plan Submittal Form for first-time submittals. Additional information can be found in the IRWD Procedural Guidelines, available below.
• Application for a Temporary or Permanent Water Meter: Information on what to bring when submitting meter applications is included on the Meter Requirements Sheet for both residential and non-residential properties. Because this is an extensive list of requirements, please review this list (available below) prior to visiting the Development Services Counter. Questions and applications can also be emailed to engmeterapplications@IRWD.com.
• Do you need to submit Plans for Approval? Please email plan check questions or status requests to plancheck@IRWD.com. Engineering staff will respond via email and can coordinate virtual or in-person coordination meetings as necessary.
