Temporary Construction Meters application process
HYDRANT CONSTRUCTION / FLUSHING CONSTRUCTION METERS
Temporary Construction Meters (TCM) are for water use on construction projects. Please check FAQ below or email plancheck@IRWD.com for more information.
STEP 1: Download TCM Application
STEP 2: Deliver printed application for review and approval to Development Services:

STEP 3: Submit processed application and check deposit to the Customer Service Counter for account setup and meter installation coordination. Please note the lead time of one (1) business day. Meter cannot be transferred to other companies or developers. Company Tax I.D. is required on application.
REMINDERS
As of July 2024, all hydrant construction meters shall require a backflow device.
Floating meters are no longer permitted.

Temporary Construction Meter FAQ
Why have the TCM backflow requirement changed?+
As of 7/1/2024, State Water Resources Control Board requires all domestic meters for construction use in California to be fitted with a backflow prevention device.

What is the process for damage to a TCM, and does it get taken from the deposit or invoice?+
If a TCM is damaged, please report it right away. Reporting it immediately may stop further damage and can help prevent the entire deposit being forfeited. All repair costs will be customer invoiced; the deposit will be returned to the customer when the TCM is returned.
I have a TCM that was installed before 7/1/24, what should I do?+
If you have a TCM installed before 7/1/24, you will now need to install a backflow device and certified ASAP. IRWD staff has notified these customers and failure to do so may result in the meter being locked off until it’s in compliance with state regulations.
Can the application be processed online?+
No, TCM applications cannot be processed online or over the phone; hand deliver TCM application with deposit check to IRWD Sand Canyon office. (Please note our office hours.)
Can I install a TCM on a red hydrant?+
If you have a red hydrant, you will need to submit a letter of authorization from the owner along with your temporary meter application before we can set the meter. You will likely still need a backflow for the meter.
My hydrant is purple. What does that mean?+
If you have a purple hydrant, this means the water is recycled water and you do not need a backflow prevention device or letter of authorization to use it. TCM rates for recycled water is lower than domestic water.
What is the turnaround time/processing time for TCM?+
We can place/move a TCM as soon as the next business day. Please allow one (1) business days’ notice for all initial sets and moves of TCMs.
Does the deposit for the temporary construction meter need to be made by check?+
Yes, the deposit must be made using a business check, and the name on the check must match the name on the application.
Can I have a floating meter?+
We no longer provide customer-movable (floating) meters. Once meters are placed, they can only be moved by IRWD staff to new hydrants free of charge.
How do I request a TCM Transfer (move an existing TCM)?+
If you have a TCM and you would like to have it moved to a new location, you can call customer service at (949) 453-5300 and request a move to a new location; you do not need to apply for a new meter (PLEASE NOTE: you will need to recertify your backflow device).

TCM Backflows FAQ
Does IRWD provide the backflow prevention device?+
No, IRWD does not provide the backflow prevention device. It is the customers responsibility to procure and install prior to applying for the Temporary Construction Meter.
What size backflow should I get?+
IRWD’s recommendation is to fit the meter with a 2.5”-3” backflow prevention device. Smaller devices may cause restriction in flow.
What backflow devices are approved? +
IRWD approves all backflows that are on the USC Approved Backflow List.
I am filling a truck with an acceptable airgap, does my TCM need a backflow?+
ALL TCM’s will need to be fitted with backflow prevention devices. We understand that some truck models have a built-in an air gap that provides backflow prevention, however the meter will still need a backflow device to be within regulation.
Where can I rent a backflow device?+
IRWD suggest searching in your local area as we do not provide a list of recommended vendors.
Do I need to certify the backflow?+
Yes, the backflow will need to be certified. We suggest searching local backflow testers in the area you are working in for convenience.
When do I need to Certify/Recertify my TCM backflow?+
You will need to certify your backflow once the meter is place and recertify every 12 months and/or every time the meter is moved. We suggest planning carefully where the meter will be placed to reduce disruption in service.
Do I need to contact the city regarding an encroachment permit? +
You may need to contact the city regarding encroachment permits if you do not already have one. We recommend reaching out to the city to verify prior to applying.
Do I need a backflow device on a recycled water hydrant (purple hydrant)?+
You do not need a backflow prevention device on a recycled water hydrant, and we suggest if a recycled water hydrant is available that you apply for the meter to be placed on that hydrant.
